Brief Summary of Minutes

NC 230 Administrative Issues

Kevin Kephart provided an overview of the role of NC 230. NC Committees : Experiment stations have to demonstrate that 25% of federal dollars go into multi-state research. Some states put in real money - operational money, most states contributions are in salaries. AES directors meet twice a year to discuss functioning of committees.

Requirements of NC 230: Approved until 2005

Need to meet as committee every fiscal year. 2002 will be a problem if we do not meet in December 2002 (Bismark would be in FY 2002)

Mid term review in third fiscal year. This will take place for NC 230 by March 2003. The evaluation form for the review needs to be reviewed by Kevin Kephart and relevant NC department head committees during next fiscal year.

Need to meet as committee during each fiscal year. There is a potential problem if NC230 does not meet in December 2002. A proposed NC 230 meeting at The Wildlife Society Annual Meeting in Bismark, ND, September 2002, would be in FY 2002.

Key elements of 2003 Review:

Multidisciplinary (NC 230 is strong in this area) Linkages with non AES institutions (NC 230 is strong in this area with involvement of USGS, Forest Service, Southern Illinois University, and state agencies) Getting Money Information and technology transfer Activity Reports

Action items for 2002

Jean Mangun volunteered to establish a listserve for NC 230. Charlie Nilon volunteered to set up a NC 230 web page for minutes, proposals, annual reports, list of participants, etc.

Committee members provided reports of ongoing science activities.

Committee Business - Jim Perry a. Approval of Minutes and Report sent to Kevin b. Committee Structure Nomination of Vice Chair for 2002 - Perry nominated. (Mangun seconded) Charlie Nilon - Univ. of Missouri-Columbia . Motion passed.

Nomination of Secretary for 2002- Loehman nominated (Nilon seconded) Jean Mangun - Southern Illinois University-Carbondale. Motion passed.

Review of Committee Objectives and Sub Objectives for 2001

Objective 1. Sub-objective 1a . ? Menzel

A proposal was submitted to national Gap initiative for $140,000 to look at use of riparian habitats across region. Not funded. But it may be possible to submit a proposal for end of year money in 2002.

Menzel proposed that the committee fund a meeting to be held at Iowa State in 2002 to work on this proposal.

Sub-objective 1b - Isenhart

IFAFS had significant amount of biophysical research included. Second IFAFS also submitted that involved a number of committee members.

Multistate Proposal on Floodplain Analysis focused on ecological and social benefits and included a number of committee members.

Upcoming Conservation Buffer Conference will include a specific research agenda. Potential way of identifying topics etc. Strong emphasis on issues that we deal with in NC 230 states.

Participation in workshops in number of states - Minnesota, and Missouri had participation from Iowa State

Did not hold biophysical research meeting in 2002 . Will attempt to host and organize at ISU in 2002.

Riparian ecosystem management model Eisenhower submitted REM model proposal that was linked with Kansas State University.

Sub-objective 1c. - Loehman

The IFAFS proposal idenfied sub watersheds. There was a good deal of coordiantion among subcommittee members but no actual meeting in 2001.

Work has started on identifying survey methodologies and approaches to contingent valuation.

Objective 2 Sub-objectives 2a, 2b - Loehman

These objectives were discussed and dealt with in IFAFS proposal

Sub-objective 2c - Mangun

Landowners are concerned about potential regulations on total maximum daily load (TMDL). This may be an additional area to tie into this sub-objective.

Objective 3 - Perry

A half-time coordinator for the committee was not hired. Funds were not available, although a proposal was submitted to Minnesota AES. Looked informally at other organizations for support with same result.

Additional Issues for Discussion - Perry

Where should annual meeting be next year? -

Illinois agreed to host meeting with Carbondale the first choice for a meeting site. Kephart needs to authorize meeting 90 days in advance

Other committee activities for 2002?

Perry suggested the following: IFAFS renewal group to meet at the end of this meeting Gap Proposal meeting in Iowa Biophysical process meeting in Iowa Development of website Development of list server

Kephart noted the need for collaborative work. Focus on projects that are coordinated among states , for example work on protocols and sharing data. He recommended that the next meeting focus on ways of fostering collaboration.

Schaefer recognized Jim Perry?s efforts as committee chair during 2001.

Accomplishments

A grant proposal was developed for the USDA-CSREES IFAFS program. The proposal focussed on sub watersheds.

Brief Summary of Minutes

Meeting called to order by Chair Schaefer. Administrative Advisor Kephart profiled status of Federal FY ‘03 budget and competitive research programs that will retain a water quality component in FY ‘03. Yearly required outcomes from this committee were reviewed, Kephart explained the critical juncture of approaching mid-term report. Minutes of 2001 Annual Meeting approved (Motion: Eisenhauer, Second: Mangun).

Progress Reports and Plans -Minimal progress to report in terms of integrated efforts; e-mail report from Isenhart indicating Iowa State group‘s continued interest; Loehman reported on efforts to keep FY ‘01 IFAFS Writing Team together; group discussion on how lack of new federal funding hampering any multi-state/multi-institutional initiatives; Kephart outlined experiences with other committees: NC-230 lacking evidence of integrated/dependent group interaction. Schaefer: cooperative efforts will need to be driven at subcommittee level.

Write integrated but smaller proposals @ sub-objective level; explore 319 funding possibilities; prepare individual state or institutional reports for presentation at future annual meetings.

Key Discussions: Discussion of NC-230 Committee Deficiencies - Poor attendance at last two annual meetings; significant attrition in active membership; too many objectives in original proposal - what is the focus?; lack of interdependency and true collaborative efforts; lack of funding to support new multi-state/ multi-institutional initiatives.

Discussion of Change in Committee Designation - Is present "NC" designation premature in terms of networking and funding? General agreement among 2002 Annual Meeting attendees that committee should request change to an "NCR" designation: information exchange among regional institutions.

Assigned Responsibilities: New Officers (Nilon, Mangun, Williard) to contact all individuals on original membership roster and determine current interest/participation. Vondracek and others to make arrangements for Riparian Symposium to be held in conjunction with the 2003 Midwest Fish & Wildl. Conference, December 2003.

Accomplishments

ccomplishments and Impacts: NC-230 has yet to accomplish milestones as identified in the original proposal. As evidenced by the 2002 Annual Meeting Poster Session, however, research groups at participating institutions are advancing understanding of integrated riparian buffer management in Midwestern agricultural and forested landscapes at the individual state and watershed level.
