Brief Summary of Minutes

Annual Meeting Summary:

The second annual meeting of NCR-201 was held at the Westin Hotel, Indianapolis, Indiana on Monday, April 7, 2003. This meeting site and date were selected to facilitate attendance at the 4th National IPM Symposium that was held at the same location on April 8-10, 2003. Dr. Jon Tollefson, chaired the meeting and Dr. Susan Ratcliffe, North Central IPM Facilitator, developed the agenda for the meeting based on input from members of the NCR-201 Committee.



Dr. Tollefson called the meeting to order at 8:00 a.m., and each person attending introduced themselves.

A motion was made and seconded to approve the agenda. The motion was approved unanimously.



Dr. Michael Fitzner provided updates from CSREES and Mr. William Hoffman provided an update on the Performance, Planning, and Reporting System for IPM. Dr. Ratcliffe provided an update of her regional facilitator activities during the last year. Drs. Ratcliffe and Larry Olsen provided an update on the proposal submitted by University of Illinois and Michigan State University for the North Central IPM Center.



Members of NCR-201 presented oral reports on IPM programs within their states and indicated areas of emphasis (Appendix A).



Dr. Eldon Ortman provided an update on the National IPM Roadmap and indicated that accountability should be a priority for the North Central IPM programs.



Dr. Michael Gray provided an update on the FY 2003 projects that were recommended for funding through the NCR IPM competitive grants program and solicited input from committee member on the language of the North Central Region IPM Grant Program RFA. Dr. Gray led the discussion on modifications to the existing Request for Application (RFA) for FY 2003. Members of NCR-201 recommended changes to the FY2003 RIPM RFA (Appendix B). Dr. Marcia McMullen initiated a discussion regarding the maximum dollar amount provided for extension only proposals, currently $70,000, and the maximum extension dollar amount in the research/extension proposals, currently $100,000. Following discussion by members in attendance, Dr. Joseph Kovach moved to modify the funding limits for the NC Region IPM Grants Program to allow $85,000 for extension only proposals and $185,000 for research/extension proposals for the FY04 RFA. Dr. Philip Stahlman seconded the motion and it was unanimously approved by the committee members in attendance.



Dr. Tollefson led a discussion regarding the continued 50% funding of the NC IPM Facilitator position. Dr. John Lindquist moved to continue the 50% support of the facilitator position and Dr. Jerry DeWitt seconded the motion. The motion was approved unanimously by the members of NCR-201 in attendance. The Executive Committee, and Drs. Tollefson, Gray and Olsen will review the job description and refine, as appropriate. The revised job description will be circulated to the entire committee for review.



Dr. Tollefson chaired the meeting and at the end of the meeting Dr. Charles Curtis began his term as Chair of NCR-201 that will continue through 2005 annual meeting. Dr. DeWitt began his two-year term as Chair-Elect at the conclusion of the 2003 NCR-201 meeting.

Enhancing multi-disciplinary and multi-state communication:<br /> <br>North Central IPM coordinators and members of NCR-201 meet on April 7, 2003 to share information regarding extension and research projects that address IPM practices. Individuals shared success stories related to IPM adoption that included agricultural, greenhouse and nursery, and urban programs. Examples of information exchanged during the meeting include the 2003 Biennial Report from Ohio State University and a series of updated extension publications from University of Missouri.<br /> <br><br /> <br>3. Reviewing priority needs for IPM:<br /> <br>Dr. Eldon Ortman attended the annual meeting and participated in a discussion of the National IPM Roadmap and the priority needs for IPM. The National IPM Roadmap, a stakeholder developed document, addresses the overall goals for IPM as stated below.<br /> <br><br /> <br>The goals of the National IPM Program are to improve the economic benefits related to the adoption of IPM practices and to reduce potential human health risks and unreasonable adverse environmental effects from pests and from the use of pest management practices. <br /> <br><br /> <br>4. Fostering cooperative programmatic development:<br /> <br><br /> <br>Dr. Robert Zeigler, Director of the Great Plaines Plant Diagnostic Center and Drs. Larry Olsen and Michael Gray, Directors of the North Central IPM Center attended the annual meeting and provided updates regarding Center programs and projects. During the group discussions that followed the updates, Center Directors and NCR-201 members identified opportunities that foster cooperative programmatic development within the region.<br /> <br><br /> <br>5. Developing the Request for Applications (RFA) for the NC IPM grants program: <br /> <br><br /> <br>Drs Michael Gray, North Central IPM Grants Program Manager and Susan Ratcliffe, North Central IPM Facilitator distributed the FY02 RFA to members of NCR-201 and requested input from the group. Recommended changes for FY03 included the incorporation of the goals from the National IPM Roadmap. The North Central IPM Grants Program will change to electronic submission of proposals by FY05. Drs. Gray and Ratcliffe met with USDA CSREES staff to facilitate the transition from hard copy to electronic submission.<br /> <br><br /> <br>6. Sharing Outcomes from Research and Extension Programs:<br /> <br><br /> <br>Projects funded from 1998 through 2000 by the North Central Region IPM Grants Program were highlighted in a publication that was distributed nationally to IPM coordinators. Impact statements were submitted by the project directors from 26 projects. Each impact statement included the level of funding and contact information for the project director to allow individuals to obtain additional information about projects.

National Pest Alert: West Nile Virus, prepared by Susan Ratcliffe, University of Illinois in cooperation with USDA IPM Centers (250,000 copies distributed); National Pest Alert: Soybean Rust, prepared by Susan Ratcliffe, University of Illinois in cooperation with USDA IPM Centers, APHIS, ARS, and the USDA Diagnostic Centers (55,000 copies distributed), North Central IPM Grants Program 1998  2000, prepared by Michael Gray and Susan Ratcliffe, University of Illinois in cooperation with NCR-201 and regional project directors (2,000 copies distributed).

Impact Statements

  1. Enhancing multi-disciplinary and multi-state communication: Individuals shared success stories related to IPM adoption that included agricultural, greenhouse and nursery, and urban programs.
  2. Fostering cooperative programmatic development: Center Directors and NCR-201 members identified opportunities that foster cooperative programmatic development within the region.
  3. Developing the Request for Applications (RFA) for the NC IPM grants program: Recommended changes for FY03 included the incorporation of the goals from the National IPM Roadmap.
  4. Sharing Outcomes from Research and Extension Programs: Projects funded from 1998 through 2000 by the North Central Region IPM Grants Program were highlighted in a publication that was distributed nationally to IPM coordinators.
  5. The NCR-201 committee will work with NC IPM Center administrators and representatives from USDA CSREES to develop a standardized measurement system to evaluate IPM adoption for the region. IPM coordinators currently submit annual reports to the Planning and Performance Reporting System (PPRS) developed in cooperation with CSREES. The PPRS system allows maximum flexibility in reporting, so regional guidelines may be developed to assist in correlating data.

Brief Summary of Minutes

The IPM Coordinators voted unanimously to support the idea of becoming the state contact for the NC IPM Center. Members discussed the future role of NCR-201 and agreed to develop a new project proposal with the goals and objectives clearly stated. Additional information is provided in the meeting minutes saved under the Participants section.

Accomplishments

The 2004 annual meeting was focused on:<br /> <br /> 1)Multi-disciplinary and multi-state communication. Members submitted written reports on IPM programs within their states.<br /> <br /> 2)Changing role of NCR201. In past years, the Committee managed the regional IPM research grants. The IPM Center now is responsible for that grants program. The committee agreed that there were significant goals to be accomplished by remaining as a committee and agreed to rewrite the project for submission in December, 2004.

Impact Statements

  1. Extension specialists educated producers about the soybean aphid using the Regional Pest Alert for Soybean Aphid developed in December, 2000. The document was updated and reprinted in 2003 as a National Pest Alert for Soybean Aphid. Researchers provided peer review of the document. Over 100,000 copies of the pest alerts have been distributed and electronic versions are used on numerous web sites (http://ncipmc.org/NewsAlerts/soybeanaphid1104.pdf).
  2. Researchers, Extension specialists and producers reported soybean aphid populations and tracked the spread of this invasive species using the Soybean Aphid Watch web site sponsored by the North Central IPM Center and USDA-CSREES (http://www.pmcenters.org/Northcentral/Saphid/aphidindex.htm).

Annual Meeting Summary:
The fourth annual meeting of NCR-201 was held at the Adams Mark Hotel, St. Louis, Missouri on April 12  13, 2005. Dr. Chuck Curtis chaired the meeting and Dr. Susan Ratcliffe, North Central IPM Facilitator, developed the agenda for the meeting based on input from members of the NCR-201 Committee.

1. Dr. Curtis called the meeting to order at 8:30 a.m., and each person attending introduced himself or herself. The agenda was reviewed. A motion was made and seconded to approve the agenda. The motion was approved unanimously. Dr. Curtis distributed the minutes from the 2004 NCR-201 Committee meeting for review by the members. A motion was made to approve the minutes, seconded and the minutes were unanimously approved.

2. Administration Update
Mr. William Hoffman provided updates from CSREES, the Federal FY06 budget outlook and the future of Regional IPM Center funding. Dr. Wendy Wintersteen provided an update on the application for a new IPM Coordinating Committee and regional budget concerns regarding Hatch and 406 funded projects.

3. IPM Center and NCR201 Interactions
Drs. Gray and Olsen provided an update from the North Central Regional IPM Center and distributed a brochure about the NC IPM Center activities.

The IPM Center Directors and the NCR201 membership agreed that it is beneficial to meet together and for the Center staff to work with the NCR201 Chair to plan and host the annual meeting. In addition, the NCR201 membership will provide recommendations to the Station and Extension Directors regarding issues related to the IPM Center. NCR201 will not function as an Advisory Committee to the IPM Center. The IPM Extension Coordinators are members of NCR201. The role of the IPM Extension Coordinators as the state contacts for the IPM Center was reviewed and it was unanimously agreed to continue with the state contact arrangement.

Members of the committee discussed the future role of NCR-201 and the need for a revised Justification and Impact Statement. Dr. Wintersteen provided information regarding the formal review process of the committees request for a new committee. Following discussion, a motion was made and seconded with the committee agreeing unanimously to resubmit the justification and impact statement incorporating suggestions from the reviewer. A Writing Sub-committee was formed to work with Drs. Wintersteen and Ratcliffe in preparing the revised statement. Members of the Writing Sub-committee include Jerry DeWitt, Gary Brewer, and Chris Boerboom. Drs. DeWitt and Ratcliffe prepared a time line to assist the sub-committee in completion of the process.

Dr. Wright led a discussion regarding the consolidation of the North Central Region IPM Grants Program, the NC IPM Center Working Group Grants Program and the NC IPM Center Implementation Grants Program Request for Application. Members of NCR-201 recommended a single RFA be crafted to streamline the grant programs. Drs. Gray and Olsen indicated they will explore options with CSREES to consolidate the grants programs in to one RFA for FY2006.


4. Research and Extension Presentations
Dr. Michael Brewer and Ms. Lynnae Jess presented information regarding the Natural Resources Conservation Services grower programs. Michigan has increased the per acre payment options for participants in the EQIP program. Members of NCR-201 expressed an interest in a regional training teleconference to explore collaborative opportunities with NRCS in other states.

Mr. Shane Sampels, SYSCO Inc., presented information on the new sustainable agriculture/IPM program initiated by SYSCO for their suppliers/growers. The SYSCO program is working with Dr. Thomas Green from the IPM Institute of America. The first IPM practices audit is currently underway for the frozen and canned fruit and vegetable sector.

Dr. Gray provided an overview of a survey conducted by Dr. Eldon Ortman, Purdue University, regarding the future of IPM Research in Land Grant Universities. Drs. Ortman and Gray will co-author a paper summarizing the results of the survey. It is anticipated that the article will appear in American Entomologists Postmarked: Extension U.S.A. column.

The Committee discussed critical research and extension needs.

Members of NCR-201 submitted written reports on IPM programs within their states.

5. Committee Business
Several committee members requested additional information regarding the Center's budget and organizational structure. The Center's Directors will discuss this request with the Steering Committee at the Committee's July meeting.

Dr. Michael Brewer, Michigan State University was nominated to serve as Chair-Elect. No other nominations were made. The Committee unanimously voted to elect Dr. Brewer as Chair-Elect.

The Committee agreed to hold it 2006 annual meeting in conjunction with the 5th National IPM Symposium. The NCR-201 Committee will meet at the Adams Mark Hotel, St. Louis, Missouri on Monday, April 3, 2006.

6. Dr. Jerry DeWitt presented information about the North Central SARE Program to the group including funding opportunities and grant program review procedures.

7. Dr. Susan Ratcliffe led a discussion regarding the new Plan of Work for the Performance Planning and Reporting System. It was agreed that common indicators within the current CRIS Reporting System should be used to assist with regional reporting efforts.

8. Dr. Larry Olsen introduced each of the IPM Center Working Group Chairs to the Committee:

A motion was made to adjourn, seconded and the meeting was adjourned meeting at 4:30 p.m. on April 13, 2005.

Two examples are shown below.<br /> <br /> Committee members worked with the NC IPM Center to address the threat of soybean rust. Several states cooperated on a regional training program offered via distance technology. In addition, extension IPM coordinators informed producers of the spread and potential threat of soybean rust through the USDA-CSREES soybean rust web site located at http://www.usda.gov/soybeanrust/.<br /> <br /> The soybean aphid has been a focus of the committee. Six states are currently cooperating on the North Central Regional Soybean Aphid Suction Trap Network ( http://www.ncipmc.org/traps/index.cfm ) that provides research and extension faculty and staff with timely information on soybean aphid populations<br /> <br />

Publications

Committee members assist the NC IPM Center in developing and/or reviewing publications on new and invasive species. In 2004, the committee assisted with the development of the Pest Alert: Soybean Rust http://ncipmc.org/alerts/soybeanrust/index.cfm

Impact Statements

  1. Extension staff and certified crop consultants were trained on first detection of asian soybean rust.
  2. Extension staff have access to soybean aphid populations through the regional sampling network.
