The 2024 research conference and annual meeting for the NC1034 multistate project was hosted by Colorado State University on March 28-30 in Fort Collins.
Thursday March 28 2024, participants gathered for a welcome dinner in downtown Fort Collins.
Friday March 29 2024 began with a tour of the USDA-ARS National Laboratory for Genetic Resource Preservation located on the campus of Colorado State in Fort Collins, where NC1034 participants were hosted by Dr. Harvey Blackburn, coordinator of the National Animal Germplasm Program, who provided an engaging seminar, Q&A session, and tour of the seed bank and frozen germplasm collections. Research papers were presented the afternoon.
Saturday March 30 2024 began with an invited keynote by Dr. John McKay, professor of Soil and Crop Sciences, Colorado State University on "Genetic changes needed to create greenhouse-gas-negative crops". Research papers were presented during the balance of the morning. The conference concluded with a business lunch and the NC1034 Annual Business Meeting.

Accomplishments
The formal membership of NC1034 participants affiliated through their ag experiment station or USDA is currently 42. In addition to this membership, we maintain an informal network of over 60 additional colleagues and collaborators on our contact mailing list, many of whom attend NC1034 events and collaborate as coauthors with NC1034 members.
In 2023 NC1034 participants generated 111 publications on topics related to the themes of the NC1034 project. Of these, 23 publications (or about one in five) involved two or more NC1034 participants as co-authors in 2023. In 2024 as of September, NC1034 participants generated 121 publications of which 13 involved two or more NC1034 participants.

- continued collaboration with Phil Pardey (UMN), Shanchao Wang (Netflix), and Devin Serfas (U. of Alberta) on modeling R&D lags and related issues

Bruce McCarl
- My component of the project examines climate change effects on contemporary agricultural productivity and gains in agricultural productivity over time. This includes analyses on how changes in temperature and precipitation and other climate attributes affect these items as well as the impact of actions to adapt to climate change and reduce net greenhouse gases emitted from agriculture. I also have a project component looking at the economic and environmental appraisal of research directed toward creating valuable byproducts from energy production. I am also examining issues regarding agricultural participation in mitigating climate change through livestock and soils among other items.
- Today my work shows a significant slowing down in the rate of productivity growth for the yields of almost all crops in almost all regions of the United States. In trying to explain why this is happening I found significant effects of climate warming and altered precipitation along with significant effects of changes in research and development funding. In particular on research and development funding I found a diversion of funds away from productivity growth toward environmental and market issues are a possible explanation coupled with diminishing overall research and development funding. I have also done some work in another context to show the needed research and development funding increase to offset such effects. We are also examining the impacts of climate change on crop production location, grain elevator infrastructure yields and livestock production. We find a significant northward and westward shift in crop production accompanied by supporting shifts in grain elevators and livestock slaughter. On yields we find significant northward shifts in places where the best crop yields occur and find climate change diminished many livestock productivity measures. I have also tried to describe policy considerations and pitfalls in engaging agriculture in a climate change mitigation effort and am now looking at issues with Inflation Reduction Act incentive design.
- As of now these findings have been presented before professional and government policy groups domestically and internationally who in turn are using them in contemplating research investments, climate mitigation strategies, and technology promotion.
- Our effect on the broader public is mainly indirect by influencing policy. Current activities have not had much influence on policy but past activities have influenced the design of farm programs and are currently being considered in designing how to spend the money that is authorized to address climate change mitigation under the inflation reduction act.
David Schimmelpfennig
- USDA’s representative on NC 1034, and has served in this role since 1998 when the group was NC 208 and later NC1003.
- led development of a report providing technical background for adding cost-of-living adjustments (COLAs) to Animal and Plant Health Inspection Service (APHIS) commodity inspection user fees. Despite user fees being set for five years in each rule revision, COLAs had never been included in the fees. User fees allow APHIS and CBP to target, inspect, treat, quarantine, and reject or clear all agricultural shipments coming to the US. Schimmelpfennig’s report on the appropriateness of COLAs for user fees is co-authored with Dr. Ron Fleming (formerly N. Dakota State U.) and is titled “Projected Fees for Agricultural Quarantine Inspections, 2024-2028.” In addition to financing food quality and availability initiatives in the US, user fees also help protect US natural and environmental resources from imported pests and diseases.
- directed a team of analysts providing economic support for revisions to user fees across the agricultural commodity spectrum including all truck, rail, and maritime cargo, as well as monitoring of air, bus, and cruise passenger traffic. Revisions of this breadth and magnitude had not been made for over a decade. This latest set of notice-based user fee revisions focuses on full cost recovery of APHIS and Customs and Border Protection (CBP) invasive species and plant and animal disease safeguarding activities. Industry concerns with elements of the new fees have been addressed. The notice-based fee revisions are published in the Federal Register and will result in the collection of about $1B in user fees over 5 years beginning in FY25.
