Objectives

  1. Identify the linkages between changes in rural welfare caseloads and the performance of regional economies in the rural South.
  2. Identify the set of assets that TANF participants possess that translate into marketable job activities and how these match projected workforce needs in the rural South. A related component of this objective concerns the extent to which critical support services are available to TANF recipients to facilitate their transition into the labor force.
  3. Identify the micro-level obstacles faced by TANF recipients as they attempt to move from welfare reliance to wage-based self-sufficiency, and the impact on family functioning of compliance with PRWORA mandates.
