The Development Committee met and discussed development of a WERA proposal. The committee proposes to work toward the following three objectives to collaboratively improve precipitation monitoring in the U.S.
1) Promote volunteer precipitation observations as a cost-effective approach to monitoring a highly variable and critically important element of our climate
2) Improve climate monitoring capabilities as well as applications by supplementing existing observing networks
3) Educate the community (see section under Educational Plan) on the value and applications of high density precipitation observations.
